Mrs. Julie Sands
Mrs. Julie Sands was named the Chief of Construction and Design at a special called meeting of the CISD Board of Trustees on August 1, 2022. She began working at the District on September 19, 2022.
Sands has over 22 years of experience in the K-12 Design and Construction industry.
Before becoming a part of Brave Nation, Sands served as the senior project manager for Lewisville ISD for five years. During her time with Lewisville, Sands oversaw all construction projects of the 2017 bond package, totaling $737.5 million. Included in those projects were new ground-up buildings, renovations, and security upgrades. She was responsible for managing all project budgets, schedules, and scopes, and assisted in preparing RFQs and RFPs for vendor services. Sands was also in charge of all personnel issues for construction and design, including hiring and firing, and holding vendors accountable for performing work as required, on time, and within budget.
Prior to Lewisville ISD, Sands served in the same role in the University of North Texas system. She oversaw the major renovation and new construction of capital projects with an annual budget greater than $2 million. Among projects included in her time with UNT were the renovation and rehabilitation of the Historic City of Dallas Municipal Building for the UNT Dallas College of Law.
Before joining UNT, Sands worked with CBRE as a project manager from 2007 to 2012, as a construction administrator from 2005-2007 with F&S Partners (now Smithgroup), and as a Project Manager for SHW Group (now Stantec) from 1999 to 2005.
Sands earned her bachelors degree in Environmental Design from Texas A&M University in December 1999, and graduated from UNT with her MBA in December 2019.
In her free time, Sands likes to travel and spend time with her family. She is a small group leader, and serves in the Young Men's Service League (YSML), a mother-son organization.
