The Texas Department of Transportation (TxDOT) is proposing to improve Farm-to-Market (FM) 1777 from State Highway (SH) 66 to FM 6 in Collin County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be conducting an in-person and online virtual public hearing on the proposed project. The same information will be available at the in-person and virtual hearing.

The virtual hearing will consist of a pre-recorded video presentation and will include both audio and visual components. To log onto the virtual public hearing, go to the project website listed above any time during the dates and times indicated. If you do not have internet access, you may call (214) 320-6244 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process. Please note the materials will not be available until November 19, 2024, at 5:30 p.m. Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person. The in-person option will be held in an open house format with a live presentation at 6 p.m. Attendees can review project materials, ask questions of TxDOT staff and/or consultants, and leave written comments.

All comments must be postmarked or received by December 4, 2024.

Description:

The proposed project includes the reconstruction and widening of FM 1777 from SH 66 to FM 6 for a total of 6.02 miles. The proposed project would reconstruct the existing two-lane rural roadway to a four (ultimate six) lane divided highway with curb and gutter and a raised median. Bicycle and pedestrian accommodations would include a continuous six-foot sidewalk on the west side of the roadway and a continuous 10-foot shared use path on the east side of the roadway.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace 16 residences and 1 non-residential structure. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling (214) 320-6675 or on the project website.

The proposed project is anticipated to impact the following property protected under Section 4(f) of the Department of Transportation Act of 1966: The Clinard Farm Property located within the project limits along FM 1777 in Royse City, Texas.

The proposed project would involve construction in wetlands and action in a floodplain.

The draft EA, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday by appointment between the hours of 8 a.m. and 5 p.m. at the TxDOT Dallas District office at 4777 East Highway 80 Mesquite, Texas 75150. Please call (214) 320-6603 to make an appointment. Project materials will also be available online at the project website.

Special Accommodations:

The virtual public hearing and in-person option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or are a person with a disability who requires an accommodation to attend and participate in the virtual public meeting or in-person option, please contact the TxDOT Dallas District Public Information Officer at (214) 320-4480 no later than 4 p.m., November 13, 2024. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.

Comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Dallas District Office, Attn: Kibru Andargie, P.E., 4777 East Highway 80 Mesquite, Texas 75150 or by email to Kibru.Andargie@txdot.gov. Additionally, members of the public may call (945) 766-0668 and verbally provide testimony. All comments must be received on or before Wednesday, December 4, 2024. Responses to comments received will be available online at the project website once they have been prepared.
