Community ISD Approved for Air Force Junior ROTC Program

NEVADA, Texas - After an extensive two-year process, Community Independent School District is proud to announce that Community High School has officially been approved to open an Air Force Junior Reserve Officers' Training Corps (AFJROTC). This new program will be in place and operational by the start of the 2026-27 school year.

There is also an informational summit coming up in the summer, and a date for that event will be emailed out to everyone who contacts the counselors about the AFJRTOC.

As part of the approval process, Community ISD was required to provide a separate facility from all other CISD campuses that could house the AFJROTC program. With the new Bob Bean Agriculture Facility opening on July 16, 2026, the District is now able to transition the former Ag barn located behind the CISD Baseball/Softball Complex into a new, state-of-the-art space for the AFJROTC. This space will include secure storage, an updated HVAC unit, a classroom, an officer's quarters, and a parade ground.
Finally, the District is thrilled to announce that the commanding officer for the AFJRTOC has been hired, and will begin working in Community ISD on July 1. Colonel (RET) Charles Brooks McFarland Jr. joins Brave Nation as the Senior Aerospace Science Instructor at Community High School after having previously served in the same role at Wylie East High School for the last 10 years. During his time in Wylie, the Wylie East AFJROTC earned a Silver Star Community Service with Excellence Award, presented to the Top 5% of AFJROTC units worldwide.
Colonel McFarland retired from active duty on November 1, 2016 upon completing command of the 379th Expeditionary Maintenance Group, 379th Air Expeditionary Wing, Al Udeid Air Base, Qatar. The group is a Total Force team consisting of 1,400 personnel performing combat sortie generation and providing aircraft/munitions maintenance capability in support of Operations INHERENT RESOLVE and FREEDOM’S SENTINEL.
Colonel McFarland graduated from Joshua High School, Joshua, Texas, in 1987, and from Texas A&M University, College Station, Texas, in 1991. He received his commission from Officer Training School, Lackland AFB, Texas, in 1993. He has commanded at the squadron and group levels and served in the Office of the Secretary of Defense, on the Joint Staff, the Air Staff, in the Office of the Under Secretary of the Air Force, as a wing executive officer, and with the Combined Security Transition Command-Afghanistan headquarters in Kabul, Afghanistan.
Colonel McFarland has led flightline, support, and/or depot-level maintenance for B-1, B-52, C-130, E-8, F-15C, F-15E, F-16, KC-135 and RC-135 aircraft.
